uaFileOpen is used to open a file represented by an Object of FileType.

procedure uaFileOpen(Mode: uaByte = uafmOpenWrite);
__fastcall uaFileOpen(uaByte Mode = uafmOpenWrite);

It calls the OPC UA Open method.
